EJ Noble Hospital opened in 1952. It underwent limited renovations to its Obstetrics, Emergency and Radiology departments in 1988. The Federal Government designated Edward John Noble Hospital as a "sole community" provider in 1992. In essence, there is no other hospital within a 35-mile radius, and the inconvenience of not having an appropriate hospital presence within this encatchment area places a severe economic challenge to both the community and to the 243 FTE employees of the hospital. EJ Noble Hospital is the second largest employer in the Greater Gouverneur area.
Outpatient ancillary services at the hospital have increased by 6% over the past five years, owing in part to the hospital and staff commitment to the community. The physical condition of the building, however, does not fully meet Federal and/or NFPA code requirements. The hospital's plan is to create a state-of-the-art facility through the modernization/renovation of the medical/surgical units and clinical departments of Physical Therapy, Pharmacy and Respiratory Therapy. The project will also allow the hospital to improve the pre- and post-operative ambulatory surgery department.
The St. Lawrence County IDA assisted EJ Noble Hospital with its modernization and renovation project through the issuance of Civic Facility Revenue Bonds. This project will help the hospital meet an increasing demand for ancillary services. This project assist in the retention of the 243 Full-time equivalent employees.
